Agriculture and Forestry
- Agricultural Service Board (ASB) Grant Program
This program supports municipal ASBs in the administration of legislative requirements under the ASB Act, and the development of programming supporting environmental best management practices. Eligible projects include: hiring of qualified staff, implementation of the ASB Act and projects related to: watershed protection, soil conservation, offstream watering and pesticide management. - Rat Control Grant Program
The Alberta Rat Control Program is administered by the Ministry of Agriculture and Forestry. It funds municipalities in Alberta's Rat Control Zone, which runs approximately 300 km along the Saskatchewan border. Stopping overland migration of rats is one means of keeping rats out of Alberta. The Rat Control Program assists municipalities in maintaining Alberta's "rat free" status. Funding is contingent upon annual inspections in the Rat Control Zone. Community and Social Services
- Family and Community Support Services Program (FCSS)
Since 1966, the FCSS Program has supported the preventive social programming needs of local communities.
Allocation-based operating funding is available to all municipalities and Metis Settlements. Applicants indicate their desire to participate by submitting a letter to the Minister of Community and Social Services. FCSS is a cost-shared program, contributing a provincial portion of 80 per cent, with a minimum 20 per cent coming from the municipality.
At the local level, a municipality or Metis Settlement Council that chooses to establish a program enters into an annual agreement with the Government of Alberta (Minister of Community and Social Services). A request for funding can be sent to the Minister anytime, although the funding starts either January 1 or April 1 depending on program administration. Subsequent funding agreements are completed for each new calendar year. Municipalities or Metis Settlements wanting to withdraw from the program are required to provide the Minister with six months written notice.

Environment and Parks
- Alberta Community Resiliency Program (ACRP)
The ACRP is a multi-year, provincial grant that focuses on long-term community resilience. As the Province of Alberta moves forward with projects to improve community resilience to flood and drought, it is critical to recognize and respect the relationship between sustainable community development and our watershed systems. Understanding the importance of this relationship, the ACRP has been created to support communities in the development of long-term resilience to flood and drought events. Program priorities are to ensure the protection of critical infrastructure and public safety. ACRP will provide $531 million over 10 years (2015-2025).
Municipalities, First Nations, Metis Settlements, Improvement Districts, and Special Areas are eligible for funding under the ACRP. Eligible projects under ACRP include works that (a) enhance or enable the protection of critical infrastructure, (b) mitigate public safety hazards, or that do both (a) and (b).
The next submission deadline is September 30, 2017.
Budget 2017-18: Approximately $49 million
- Watershed Resiliency and Restoration Program (WRRP)
The WRRP was established to increase the natural capacity of the province’s watersheds to reduce the intensity, magnitude, duration and effects from flooding and drought, to the benefit of Alberta’s communities. This will be accomplished in part, through grants to third-party organizations for non-structural mitigation measures and will complement the province’s structural programs. The goals of the program focus on enhancing the natural ability of watersheds to recover from flood and drought events through conservation or restoration of natural watershed features, education and stewardship, and the development of tools and data to assist in watershed management decisions. The 4-year WRRP budget allocation for 2017-2020 is $14 million.
Non-governmental organizations, stewardship groups and other not-for-profit organizations, municipalities, First Nations, and all local authorities are eligible to receive funds under the program. Examples of eligible projects include:
- Riparian enhancements (e.g. riparian plantings, soil bio-engineering) etc.);
- Wetland enhancements (e.g. wetland creation, enhancement or restoration);
- Floodplain/river improvements (e.g. channel naturalization, floodplain storage capacity enhancements, etc.);
- Conservation initiatives;
- Education and outreach associated with a specific project(s);
- Data collection efforts for the purpose of research, evaluation and assessment related to a specific project(s).

Justice and Solicitor General
- Alberta Human Rights Commission's Community Inclusion Grants
The Alberta Human Rights Commission’s Community Inclusion grants are available to strengthen municipal efforts to build inclusive communities. Funding will support municipalities to advance strategies associated with the principles of being Welcoming and Inclusive Communities (WIC), or a signatory to the Canadian Coalition of Municipalities Against Racism and Discrimination (CCMARD). The grant will provide up to $10,000 to municipalities developing their WIC, CCMARD or similar community strategies including engagement initiatives, action plans, planning processes, evaluation, or other initiatives. - Municipal Policing Assistance Grant
Since 2003, this program has assisted with the cost of providing policing services to urban municipalities with populations exceeding 5,000, who are responsible for their own municipal policing.
Operating funds provided by the program are allocated annually and no applications are required. This program currently benefits 51 municipalities. Allocations are calculated using an approved funding model based on municipal population, for a base payment, plus additional per capita funding. For cities and urban service areas with populations over 50,000 the allocation is calculated on a per capita basis only. The Minister of Justice and Solicitor General approves the grants and the payments are issued according to terms outlined in grant agreements.

- Police Officers Grant Program
In Budget 2008, the Province of Alberta committed to adding 300 police officers over 3 years. Since then, the Police Officers Grant program continues to support this commitment by providing operating funds for 300 approved police officer positions, at $100,000 per position per year. This program benefits 50 municipalities that pay for their own policing.

- Summer Temporary Employment Program (STEP)
STEP is a 4-16 week program that provides a wage subsidy of $7 per hour to employers to hire current or returning high school or post-secondary students into summer jobs from May to August. STEP supports students in obtaining employment by helping them gain work experience, improve their job readiness, build transferable skills, and provide career awareness. - 911 Grant Program
Alberta’s Emergency 911 Act came into force on April 1, 2014. The Act established the Alberta 911 Grant Program under the Alberta Emergency Management Agency with the objective of strengthening and supporting local delivery of 911. The Program utilizes funding generated from a monthly 911 levy on cellphones to support Alberta’s 911 centres, known as Public Safety Answering Points (PSAPs).The 911 Grant Program is separate from general government revenue. Program administrative costs (including staff salaries) and all grant funding are paid out of the 911 levy. As such, the program is a self-sustaining and perpetual grant program.
Funding can only be accessed by PSAPs and spent on costs related to 911 call answering. In Alberta, PSAPs are primarily run by municipalities, though some are run by regional collectives or private companies. The total funding for each PSAP is based on the population for which it is contracted to provide 911 services. Eligible expenditures under the 911 Grant Program include: staffing, operations, training, hardware and software, resiliency, facility enhancements, public education, and upgrades for Next Generation 911. The grant is meant to enhance, not replace, existing funding streams.
In 2016-17, PSAPs across Alberta received a total of $15.35 million in funding. The 911 Program has budgeted to grant out $15.60 million to Alberta PSAPs in 2017-18.
- Alberta Community Partnership (ACP)
The objective of the ACP program is to improve the viability and long-term sustainability of municipalities by providing support for regional collaboration and capacity-building initiatives.
The ACP program is designed to support municipalities in attaining the following key program outcomes:
- new or enhanced regional municipal services;
- improved municipal capacity to respond to municipal and regional priorities; and
- effective intermunicipal relations through joint and collaborative activities.
All municipalities in Alberta (i.e., cities, towns, villages, summer villages, municipal districts, specialized municipalities, improvement districts, and special areas), Métis Settlements and the Townsite of Redwood Meadows Administration Society are eligible to apply for funding under ACP.
Budget 2017-18 $18.5 million
- Disaster Recovery Program (DRP)
Disaster Recovery Programs (DRPs) provide financial assistance for uninsurable property damage, loss and other expenses incurred as the result of a disaster. The DRP is designed to assist people back on their feet after a disaster by providing financial assistance that helps return their property or contents to a basic, functioning level. Applicants are encouraged to pursue their own insurance options first.
Principal homeowners, tenants, small business owners, agricultural operators, condominium corporations, public institutions, municipalities and not-for-profit organizations who meet the qualification criteria may have their damages and losses assessed by the DRP for eligibility.

- Emergency Management Preparedness Program (EMPP)
The objective of the EMPP is to provide an effective and cost-efficient program for increased emergency management capacity that results in an increased number of trained emergency management practitioners. Key outcomes of the program include:
- Local authorities and volunteers have the required competencies and skills for emergency response;
- A greater capacity for Alberta communities to mitigate, prepare for, respond to, and recover from disaster emergencies.
Eligible projects include emergency management workshops, and regional municipal exercises and innovative programs that increase emergency management capabilities.

- Federal Gas Tax Fund (GTF)
The renewed Federal GTF was introduced in 2014 as a 10 year program running from 2014-15 to 2023-24. The GTF, a component of the New Building Canada Plan (NBCP), is a federal program that provides predictable, long-term, stable funding for Canadian municipalities to help them build and revitalize their local public infrastructure while creating jobs and long-term prosperity. Under the program, funding is provided to provinces and territories which in turn flow this funding to their municipalities and/or municipal associations. Under the renewed GTF, Alberta is expected to receive $1.08 billion in funding in the first five years of the program.

Budget 2017-18: $222 million
- Federal Small Communities Fund (SCF)
The Federal SCF assists communities with populations under 100,000 to complete infrastructure projects that contribute to economic growth, a cleaner environment and stronger communities. Under the SCF, Alberta will be allocated $94 million by the Federal Government and the Province will match the federal contribution giving municipalities a total of $188 million over 10 years.
Eligible applicants include Alberta municipalities, improvement districts, Metis Settlements, and the Townsite of Redwood Meadows. The SCF project selection process is competitive; applications are evaluated against established criteria and projects with the highest scores are recommended for funding approval. The application deadline was April 2, 2015 and the program is now closed to new applicants. The list of approved projects can be found in the right-hand column.
- Fire Services Training Program (FSTP)
This program supports the expansion and enhancement of regional fire service training. The objective is to provide an effective and cost-efficient mechanism for increased training capacity that results in a greater number of trained fire service personnel.
Key outcomes of the program include:
- Local authorities and volunteers have the required competencies and skills for fire and emergency response;
- To increase the capacity of Alberta communities to mitigate, prepare for, respond to and recover from fires.
Eligible projects include fire services training that meets the standards of the National Fire Protection Association and innovative training programs that increase fire personnel capabilities.

- Grants in Place of Taxes (GIPOT)
A municipality may apply for GIPOT funding if there is property in the municipality that the Crown has an interest in to assist with the cost of providing municipal services.
GIPOT grants are based on the property taxes the Crown would pay if the property were not exempt from taxation.
To receive GIPOT funding, applications (tax notices) for eligible property must be submitted during the tax year the municipality is applying for funding. Applications are approved by the Minister of Municipal Affairs.
Budget allocation for 2017-18: $59.3 million.
- Localized Disaster and Emergency Operations
Compensation may be provided to a local authority for loss or damage caused by a localized disaster. A localized disaster is defined as a disaster:
- that has threatened the economic viability of a small number of people, businesses, or municipalities,
- that has caused damage or loss for which insurance was not readily and reasonably available before the disaster occurred, and;
- the cause of which was extraordinary.
A local authority may also apply for compensation for costs incurred in conducting emergency operations.

- Municipal Sustainability Initiative – Capital
Since the program was announced in 2007, municipalities have been allocated almost $7.6 billion in Municipal Sustainability Initiative (MSI) Capital funding to meet the demands of growth, address local infrastructure needs, and enhance municipal sustainability. The Basic Municipal Transportation Grant (BMTG) was consolidated with the MSI capital program in 2014 resulting in increased program flexibility.
All municipalities in Alberta i.e., city, town, village, specialized municipality, municipal district, improvement district, special area, Metis Settlement, and the Townsite of Redwood Meadows Administration Society, are eligible to receive MSI Capital funding based on their long-term funding agreement.
Eligible project costs directly result in, relate to, or support, the acquisition, construction, development, betterment, rehabilitation or non-routine maintenance of capital assets in a variety of project categories. General types of capital projects include municipal roads, bridges, public transit, water and wastewater systems, emergency services facilities and equipment, solid waste management facilities and equipment, and other municipal buildings and facilities such as recreation and sports facilities, libraries, public works buildings, and cultural/community centres.
MSI funds may be combined with, or used to fund the municipal contribution required under other provincial-municipal or federal-municipal grant programs, unless doing do is prohibited by that program.
Budget 2017-18: $1.18 billion (including $331 million in BMTG funds)
- Municipal Sustainability Initiative – Operating
Since 2007, municipalities have been allocated a total of $430 million in Municipal Sustainability Initiative (MSI) Operating funding to meet the demands of growth, address local infrastructure needs, and enhance municipal sustainability.
All municipalities in Alberta i.e., city, town, village, summer village, specialized municipality, municipal district, improvement district, special area, Metis Settlement and the Townsite of Redwood Meadows Administration Society, are eligible for MSI Operating funding based on their grant allocation.
To receive MSI Operating funding, a single operating spending plan is required and must be approved by the Minister of Municipal Affairs. The operating spending plan must reflect eligible expenses. These include those related to: planning, capacity building, municipal services, assistance to non-profit organizations; eligible costs must be for the purpose of providing good government, maintaining facilities or other activities/services that are necessary or desirable for all or part of the municipality, or to support the development and maintenance of safe and viable communities.
Budget 2017-18: $30 million
- Municipal Wildfire Assistance Program (MWAP)
The Municipal Wildfire Assistance Program (MWAP) is a province-wide program developed by the Ministry of Agriculture and Forestry and the Alberta Emergency Management Agency. The program is intended to help reduce both the risk and loss associated with wildfires and is designed to assist municipalities with extraordinary costs for the suppression of wildfires when they occur.
For the purposes of eligibility, the term wildfire includes any unwanted or unplanned wildland fire that burns in forested or grassland areas anywhere in the province of Alberta other than the Forest Protection Area or on federal lands.

- Alberta Municipal Water/Wastewater Partnership (AMWWP)
This program assists eligible Alberta municipalities with the construction of priority water supply and treatment and wastewater treatment and disposal facilities. Municipalities with populations up to a maximum of 45,000, Regional Services Commissions, and eligible hamlets within rural municipalities may apply for this competitive project-based capital grant. The AMWWP is a cost-shared program and provincial funding varies with the population of the applicant. The AMWWP is administered by the Ministry of Transportation. Applications for project funding must include a formal request for grant funding, a copy of the project proposal, a copy of the project plan and other supporting documentation. - Basic Municipal Transportation Grant (BMTG)
The BMTG program provided annual allocation-based funding for capital construction and rehabilitation of local transportation infrastructure including roads, bridges, and public transit.
Effective April 1, 2014, this program was consolidated with the Municipal Sustainability Initiative (MSI) Capital Program, administered by Municipal Affairs. Projects using BMTG funding allocated in 2013 and previous years should continue to be reported to Alberta Transportation.

- Clean Water and Wastewater Fund (CWWF)
CWWF is a federal program with the grant funding administered through Alberta Transportation. The fund contributes to the rehabilitation of both water treatment and distribution infrastructure and existing wastewater and storm water treatment systems; collection and conveyance infrastructure; and initiatives that improve asset management, system optimization, and planning for future upgrades to water and wastewater systems.
In September 2016 Alberta signed a bi-lateral agreement with Canada to access up to $196.7 million in federal funding for Alberta through the Clean Water and Wastewater Fund. All funds are currently allocated.
Phase 2 Infrastructure Funding was announced in the Government of Canada’s Budget 2016 Fall Economic Update. Details are expected to be announced in spring 2018.

- Federal Public Transit Infrastructure Fund (PTIF) Phase 1
Announced in September 2016, Phase 1 of the federal government's PTIF program provides $347.2 million over three years (2016-17 to 2018-19), for public transit projects across Alberta. PTIF-funded projects, which also include grants from the Government of Alberta, will support rehabilitation of public transit systems, planning of future system improvements and expansions, enhanced asset management, and system optimization and modernization. Investments under this program will help reduce commute times, cut air pollution, strengthen communities and grow Canada's economy. The types of projects approved as part of for the final call for Alberta’s Green Transit Incentives Program (GreenTRIP) applications, which closed on August 31, 2016, were expanded to align with those eligible for PTIF. This change provided municipalities with greater flexibility to maximize funding from both programs. Phase 1 of PTIF has been fully subscribed; no new applications are being solicited. Alberta municipalities that have projects which meet the PTIF criteria are working directly with Alberta Transportation to move the projects forward.

- Green Transit Incentives Program (GreenTRIP)
GreenTRIP was a competitive, application-based program that provided capital funding for new and expanded public transit projects throughout Alberta. The final list of approved projects was announced on December 3, 2016 and the GreenTRIP program has come to a close.

- Strategic Transportation Infrastructure Program (STIP)
The STIP provides financial assistance to municipalities for developing and maintaining key transportation infrastructure that promotes economic growth and improves mobility, while also supporting job creation. STIP does this through strategic, project-specific investment in capital construction, and rehabilitation of important local transportation infrastructure such as local road bridges, community airports and resource roads. Funding is provided to municipalities, based on highest project ranking, on a cost-share basis. The Minister of Transportation approves individual projects.
Budget 2015 restored $100 million in funding to this critical program after STIP was unfunded for new projects for the three previous years. Approximately $35 million in new funding for STIP has been approved for 2017-18.
The government also consulted with municipalities and key stakeholders in spring 2016 to ensure the criteria and application process achieved the most efficient and cost-effective results possible upon reinstatement.
Applications are due November 30, 2017 for funding in the 2018-19 year.

Budget 2017-18: $35 million
- Water for Life (W4L)
W4L supports the development of new regional water and wastewater systems which are more cost-effective and/or environmentally desirable than independent systems.
This initiative is only available for new regional water or wastewater systems or new extensions to existing regional water or wastewater systems. Funding is available to all regional commissions or groups of two or more municipalities (or eligible hamlets) that are eligible for funding under the W4L. Eligible municipalities include groups of cities, towns, villages, summer villages, rural municipalities and Metis settlements. Regional service commissions, municipal partnerships, public- private ventures, municipalities with contracted services to privately owned utilities are all eligible to receive grant funding assistance. Municipalities may utilize any arrangement for project implementation that is desired.
