Agricultural Service Board Grant Program
This program supports Agricultural Service Boards in the development and delivery of environmental extension programming and administration of legislative requirements under the Agricultural Service Board Act.
Eligible projects include the hiring of qualified staff directed at environmental programming and implementation of the Agricultural Service Board Act.
Please note that this program is currently not accepting any new applications. Funding is available only to municipalities that have already established an Agricultural Service Board (ASB).
Budget allocation for 2012/13: $13.3 million.

Alberta Municipal Water/Wastewater Program – Water for Life
This project-specific program supports eligible municipalities with the capital construction of municipal water supply and treatment, and wastewater treatment and disposal facilities.
Municipalities with populations up to a maximum of 45,000, regional services commissions, and eligible hamlets within rural municipalities may apply for this competitive project-based capital grant.
The AMWWP is a cost-sharing program and provincial funding varies with the service population of the applicant. Under the Water for Life component, construction of regional water and wastewater systems may be provided with enhanced cost-shared funding.
The Minister of Transportation approves individual projects.
Applications for project funding are to be sent to the department’s Regional Director and must include a formal request for grant funding, a copy of the project proposal, a copy of the project plan and other supporting documentation.
Budget allocation for 2012/13: $170.0 million.

Basic Municipal Transportation Grant
This program provides annual, allocation-based support to Alberta municipalities for their capital transportation infrastructure requirements.
Provincial capital grant funding is provided annually to municipalities for their eligible priority transportation infrastructure needs. The Minister approves the annual allocations and municipalities must submit a list of proposed work (Application for Program Acceptance - APA) for the coming years. “APA”s must be completed through the Transportation Department’s on-line system: Municipal Grants Management Application (MGMA).
Examples of eligible capital projects include construction and rehabilitation of local and regional roads and streets, rehabilitation and construction of municipal bridges, and municipally-owned infrastructure for transit service systems including LRT lines and stations, bus terminals, transit passenger vehicles (buses, LRT), etc.
Budget allocation for 2012/13: $333.9 million.

Community Development Trust Fund
Overall funding for the following two programs has been made available through the National Community Development Trust.
Rural Community Adaptation Grant Program
This program is a $15 million initiative to support projects that increase the capacity of rural communities and regions to transition and adapt.
Eligible project activities include:
- Assessment and Planning - projects that engage a community to take stock of its current situation and plan for an adaptation or transition;
- Capacity Building – projects that increase community knowledge, skills and training through building youth, enhancing community leadership, or strengthening community organizations;
- Rural economic development – community led economic development projects or strategies such as entrepreneurship encouragement, regional cluster development, the innovative use of technology, value added product development, other economic infrastructure, and economic diversification;
- Unique community solutions – other adaptation activities driven by rural communities and regions that can demonstrate a lasting impact that might not otherwise be included in the above.
The program funds up to 90 per cent of eligible non-capital projects costs and up to 50 per cent of eligible capital costs to a maximum grant of $500,000.
Community Broadband Infrastructure Pilot Program
This program is a $9 million initiative to support projects that increase the capacity of rural communities and regions to enable access to reasonable high-speed broadband service.
Eligible project activities include:
- Infrastructure projects to benefit from the Alberta SuperNet;
- Testing and evaluating technologies to extend or enhance broadband service;
- Feasibility studies in support of broadband infrastructure projects;
- Outreach and extension programs to create a culture of broadband use and skill sets.
The program will fund up to 75 per cent of eligible costs to a maximum grant of $500,000.
Both programs require applicants to complete an application form and submit a project proposal to Alberta Agriculture and Rural Development where it will be screened for meeting program requirements and criteria. Not all projects will be approved. Only those best meeting the criteria will be considered.
Program funding will expire on March 31, 2011 or earlier depending on the availability of funds.

Family and Community Support Services (FCSS) Program
Since 1966, this program has supported preventive social programming needs of the local community.
Allocation-based operating funding is available to all municipalities and Métis Settlements that choose to participate by submitting a letter to the Minister of Children and Youth Services.
This cost-sharing program contributes a provincial portion of 80 per cent and a minimum 20 per cent comes from the municipality.
At the local level, a municipality or Métis Settlement Council chooses whether to establish a Program and enters into an annual agreement with the Government of Alberta (Minister of Children and Youth Services). A request for funding can be sent to the Minister anytime, although the funding starts either January 1 or April 1 depending on program administration.
Budget allocation for 2012/13: $74.8 million.

Federal Gas Tax Fund
The Federal Gas Tax Fund (FGTF), formerly New Deal for Cities and Communities (NDCC), was introduced in 2005 as a five-year program to support municipalities in addressing their sustainable municipal capital infrastructure needs.
Alberta and Canada agreed to extend the program for an additional four years to 2013/14. The annual allocation to eligible municipalities, for each of the four years from 2010/11 to 2013/14, is based on their 2009 Official Population, as published by Alberta Municipal Affairs.
The Minister of Transportation approves the grant allocations and proposed municipal projects; municipalities must provide a list of proposed work for the upcoming calendar year, before April 1 of each year.
Applications for the FGTF must be completed through Alberta Transportation Department’s on-line system: Municipal Grants Management Application (MGMA).
Budget allocation for 2012/13: $199.503 million.

Fire Services and Emergency Preparedness Program
This program supports expanding and enhancing regional fire services training and emergency management training in preparation, response and recovery enabling effective municipal emergency management systems.
Eligible projects include, but are not limited to, fire services training, emergency management workshops, regional municipal emergency management exercises, incident command system training, disaster social services training, and training on municipal responsibilities within Alberta's system for managing emergencies.
Budget allocation for 2012/13: $0.65 million.

Grants in Place of Taxes (GIPOT)
A municipality may apply for GIPOT funding if there is property in the municipality that the Crown has an interest in to assist with the cost of providing municipal services.
GIPOT grants are based on the property taxes the Crown would pay if the property were not exempt from taxation.
To receive GIPOT funding, applications for eligible property must be submitted during the tax year the municipality is applying for funding. Applications are approved by the Minister of Municipal Affairs.
Budget allocation for 2012/13: $56.4 million.

GreenTRIP (Green Transit Incentives Program)
This application-based program supports eligible public transit capital infrastructure projects that mutually support Government and regional or municipal priorities.
Project-specific capital funding under the program will be available to successful proponents, which may include municipalities, regional entities and other partnering groups, for eligible public transit initiatives
Eligible initiatives include the development and construction of local, regional and inter-municipal capital public transit projects. Allocated on a project-specific basis, this program does have a cost-sharing requirement.
The Minister of Transportation approves individual projects.
The GreenTRIP applications, guidelines, reporting requirements and eligibility criteria program are available on the Alberta Transportation web-site, accessed through the “Municipal Grants” tab.
Budget allocation for 2012/13: $93.1 million.

Housing Capital Initiatives
This program provides one-time capital funding assistance through a competitive request for proposals process to eligible organizations to address housing affordability issues for lower-income individuals and families, including seniors, persons with special needs and those who are homeless or at risk of homelessness, such as those fleeing domestic violence.
Eligible projects include new construction, purchase and renovation of existing housing stock, conversion of non-residential property to residential use, development of secondary suites, or such other initiatives as address the housing needs of the community.
Budget allocation for 2012/13: To be determined.

Municipalities may refer to and, if necessary, use these forms in the interim, pending posting of municipality specific application and guidelines on this site.

Joint Emergency Preparedness Program
Since 1980, this program has provided $158 million to support communities to help recover the costs of enhancing their levels of emergency preparedness and response capacity.
Project-based mixed funding is available through competitive applications from municipalities and Métis settlements for this cost-sharing program with the federal government (maximum 50 per cent federal funding and minimum 50 per cent municipal funding).
The Alberta Emergency Management Agency recommends eligible projects for earmarked funding to the Federal Government. The Agency’s application deadline is October 15 of each year.
Budget allocation for 2012/13: $0.210 million.

Municipal Policing Assistance Grant
Since 2003, this program has provided support to urban municipalities with populations exceeding 5,000, who are responsible for their own municipal policing, to assist with the cost of providing policing services.
Operating funding provided by the program is allocated annually; no applications are required. This program currently benefits 51 municipalities.
Allocations are calculated on an approved funding model based on municipal population for a base payment, plus additional per capita funding. In the case of cities and urban service areas with a population of over 50,000, it becomes a straight per capita grant.
The Solicitor General and Minister of Public Security approves the funds and the payments are issued according to the grant agreements.
The Municipal Policing Assistance Grant budget allocation for 2012/2013 is $50.2 million.

Municipal Recreation/Tourism Areas Grant
Since 1992 the Alberta Sport, Recreation, Parks and Wildlife Foundation has been providing operating grants to 270 municipal recreation and tourism areas located throughout the province.
Funding is only available to projects which received provincial dollars under the municipal recreation tourism areas capital program which terminated in 1992. These areas include such facilities as campgrounds, ski facilities, day use parks, sport fields, trails, outdoor education camps and more.
The Municipal Recreation and Tourism Areas Grants ensure outdoor public recreation facilities are maintained as safe and usable, enable communities to improve local amenities, encourage tourism and assist local businesses.
Only Projects that were funded under the MR/TA Capital Grant Program are eligible for ongoing maintenance funding. This program is no longer accepting new applications.

Municipal Sustainability Initiative (MSI) – Capital
Since 2007, municipalities have been allocated a total of $3.6 billion in MSI capital to meet the demands of growth, address local infrastructure needs, and enhance municipal sustainability.
All municipalities in Alberta (i.e., city, town, village, summer village, specialized municipality, municipal district, improvement district, special area) Métis Settlements and the Townsite of Redwood Meadows Administration Society are eligible for MSI capital funding based on their grant allocation.
To receive MSI capital funding, project applications are required and must be approved by the Minister of Municipal Affairs. Eligible projects include municipal roads, bridges, public transit, water and wastewater systems, emergency services facilities and equipment, solid waste management facilities and equipment, and other municipal buildings and facilities such as recreation and sports facilities, libraries, public works buildings, and cultural/community centres.
MSI funds may be combined with, or used to fund the municipal contribution required under other provincial-municipal or federal-municipal grant programs, unless doing so is prohibited by that program.
Budget allocation for 2012/13: $846.0 million.

Municipal Sustainability Initiative (MSI) – Operating
Since 2007, municipalities have been allocated a total of $290 million in MSI operating to meet the demands of growth, address local infrastructure needs, and enhance municipal sustainability.
All municipalities in Alberta (i.e., cities, towns, villages, summer villages, specialized municipalities, municipal district, improvement districts, special areas), Métis settlements and the Townsite of Redwood Meadows Administration Society, are eligible for MSI operating funding based on their grant allocation.
To receive MSI operating funding, a single operating spending plan is required and must be approved by the Minister of Municipal Affairs. The operating spending plan must reflect eligible expenses that include those related to planning activities, capacity building, municipal services and assistance to non-profit organizations, and must be for the purpose of providing good government, providing services, maintaining facilities or other things that are necessary or desirable for all or part of the municipality, or to develop and maintain safe and viable communities.
Budget allocation for 2012/13: $50.0 million.

New Police Officers Grant Program
Since 2008, this program has provided support for the province’s commitment made in Budget 2008 to add 300 police officers over 3 years.
Operating funds are provided for 300 approved police officers positions, at $100,000 per position. This program benefits 49 municipalities that pay for their own policing.
The New Police Officer Program budget allocation for 2012/13 is $30.0 million.

Regional Collaboration Program (RCP)
Since 2010, the RCP has provided a total of $29.5 million to improve the viability and long term sustainability of municipalities through regional collaboration and capacity building.
Eligible projects include regional planning, exploring and establishing regional shared administrative or municipal services, municipal internship placements, inter-municipal mediation, and establishing municipal cooperation protocols.
Budget allocation for 2012/13: $9.0 million.

Safe Communities Innovation Fund
Funding under this program is fully allocated and this program is not accepting new applications at this time.
Since 2008, this program has provided $20 million to support innovative community based projects and community-police partnership plans designed to prevent or reduce crime.
The program gave project funding for evidence based and community collaborative partnership pilot projects and plans. Eligible projects included pilot projects, as well as the development of a regional or municipal crime prevention and reduction.

Strategic Transportation Infrastructure Program
This program provides support for municipal capital transportation infrastructure projects. Project-specific capital grant funding is provided for strategic or major municipal transportation projects, based on highest project ranking.
Examples of eligible capital projects include the development and construction of major local and regional roads, construction/reconstruction of local rural road bridges and culvert structures, key roadway links and bridges that are adversely impacted by resource or industry related truck traffic, as well as community airports.
The Minister of Transportation approves individual projects.
Budget allocation for 2012/13: $85.1 million.

Summer Temporary Employment Program
Since 1972, the STEP program budget has fluctuated, however, over the past nine years the program has provided an average of $1.78 million annually to support the creation of temporary employment during the spring and summer months.
Allocation-based operating funding is available through a letter-of-agreement process for municipalities, post-secondary institutions and other eligible entities.Municipalities receive a maximum funding amount based on population.
The Minister of Employment and Immigration approves the allocations and the ministry sends letters of agreement to municipalities in February of each year.
Budget allocation for 2012/13: $1.8 million.

Tank Site Remediation Program
Funding under this program is fully allocated and this program is no longer accepting new applications.
Since 2000, this program has provided more than $80 million in partial funding assistance to the owners of eligible current or former retail gas station sites to assist with the cost of bringing their sites into compliance with the requirements of the Alberta Fire Code and the Environmental Protection and Enhancement Act. The program was administered with grant funds released directly to service providers on behalf of the owners against progress claims for eligible and approved work.
